The South Central New York region of the NYSPA consists of the counties of: Broome, Chenango, Cortland, Tioga & Tompkins. This region totals 3,066 square miles and is home to a population of 448,821. The region averages 4,700 births per year.

Mothers & Babies Perinatal Network is the only perinatal network providing coverage to the south central region. M&BPN provides an array of services to promote improve maternal and child health which include: pre-conception, prenatal and post-partum education, outreach and support, infant and toddler information and services, parent support and education, support for individuals and families needing health care coverage, and adolescent pregnancy prevention programs. - Management of the Parents As Leaders (PAL) Family Resource Centers in the City of Binghamton, the village of Norwich, the village of Sidney, and the village of Walton.
- NYS DOH Facilitated Enrollment Program - enrollment assistance for the NYS public health insurance programs
- The South Central New York Worth the Wait abstinence education program
- The Teens Link - Adolescent Pregnancy Prevention Services Project for Broome County
- Lead agency for the Association of Perinatal Networks of New York
- Central office and administrative assistance for the New York State Perinatal Association
